Why is the registration fee higher in Hanoi for cars?

Hanoi applies a 12% registration fee for cars (compared to 10% elsewhere) to help manage traffic congestion and reduce the number of private vehicles in the city. This policy is set by the Hanoi People's Committee within the range permitted by the central government.

Is the registration fee calculated on the purchase price or an assessed value?

The fee is calculated on the assessed value published by the provincial tax authority, not necessarily the actual purchase price. The assessed value is typically close to the market price but may differ for imported or used vehicles.

Do I pay registration fee again if I transfer ownership of a vehicle?

Yes. A registration fee is payable each time ownership is transferred. However, from the second transfer onward, the rate is reduced to 2% for cars and 1% for motorcycles nationwide.
